Apply before the appointment

Complete and sign the online application as both parties, then Save and Submit. At the appointment, staff can retrieve it. Bring the completed application and all required documents. The city says a licence can issue within 30 minutes when everything is in order, not that every booking is guaranteed to finish in that time.

At least one applicant must attend. If only one comes, bring the signed application and required identification for both people. A relative cannot obtain the licence as an agent merely by carrying the form.

Identification age and previous marriage

Each applicant needs two IDs. One must be a birth certificate or passport; the second is government photo identification such as a driver’s licence, age-of-majority card or passport. Health cards are not accepted.

Applicants normally must be 18. Those age 16 or 17 need the specified parental or custodial consent. For a Canadian divorce, bring court-certified proof such as a divorce certificate, final decree or final judgment. A divorce outside Canada requires ServiceOntario validation; the source warns this may take up to four weeks.

Fees travel and certificate distinction

Use the current Schedule of Fees. The licence charge is non-refundable, payable in cash or Canadian debit. Do not assume a US debit card or a credit card meets that stated payment rule.

Non-residents and American couples may apply, but must allow document and border-travel time. A marriage licence precedes the ceremony; a certificate is requested afterwards through ServiceOntario. A City Hall ceremony is a separate booking, not included merely by buying the licence.

Other stated exceptions

The city says widowed applicants need no death certificate and Ontario does not require blood tests or medical certificates. Church banns can be a different legal route when properly read and registered; discuss that with the officiant rather than omitting a licence based only on a planned religious service.
