Your next steps
- Choose the permit route
Private pools and public-use pools have different application routes.
- Prepare the plans
An in-ground pool needs a signed and sealed grading plan.
- Follow approvals
Meet the pool and enclosure requirements before using the installation.
Choose the approval route
The city swimming-pool bylaw covers private pools and spas, including seasonal and above-ground installations. A hotel, motel or other public-use pool follows the Ontario Building Code building-permit route instead of the private-pool permit.
A deck beside the pool or a pump-equipment storage building may need a separate building permit. A pool approval is not an automatic approval for every associated structure. Obtain applicable utility, regional, conservation-authority or ministry clearances first.
Site plan grading and locates
Upload the Application for a Permit to Install a Swimming Pool through the city process with a survey, site or plot plan showing the required bylaw details. Show overhead hydro wires on or beside the property; utility setbacks and prior clearance can apply.
In-ground pools also need a grading plan signed and sealed by a practising engineer or Ontario Land Surveyor. It must protect drainage at buildings and neighbouring land. Photograph pre-existing public-infrastructure damage before work. Request Ontario One Call locates at least five business days before any digging; either owner or contractor can request them.
Fees and inspections
Use the current Schedule of Fees when the city requests payment. Online payment is available; the 4343 Morrison Street counter takes cash or debit, not credit cards. Cheques need the project address and permit number.
The enclosure inspection checks completed gates, doors and entrances. In-ground projects also need grading/final inspection against the approved plan. Book through CityView or pbd@niagarafalls.ca. Do not fill the pool before inspection, and do not treat a contractor’s finished installation as proof that the municipal file is complete.
