Eligibility is specific
Applicants must live in Niagara Falls and own and occupy the qualifying home with frontage on a municipal road. High-rise buildings, condominiums, mixed-use residential and commercial properties are excluded. Being 65 alone is not enough: the senior route also requires Guaranteed Income Supplement.
The other route is a person with a disability receiving Ontario Disability Support Program. The page does not list a general low-income-only route without GIS or ODSP. Do not infer eligibility from a promotional phrase about financial circumstances.

Documents and closed applications
The city requires proof of address such as a licence or utility bill plus current-year income-support evidence. GIS applicants use a Service Canada entitlement letter. ODSP applicants use a caseworker confirmation letter or current-year statement.
The page explicitly closes the 2026/27 application period. Its earlier text says assistance begins April 2026 even though the pilot is labelled the 2026/27 winter season. This inconsistent start wording is not used as a promise of service before winter or as evidence that intake is open.

What the service clears
A windrow is the snow ridge left at the driveway end after road plowing. The pilot also covers sidewalks subject to the new city sidewalk-clearing bylaw. Pre-qualified contractors provide the service at the city’s discretion based on snowfall and operational conditions.
The typical trigger is eight centimetres. Work begins after city snow operations; contractors must start within 24 hours of activation and can take up to 48 hours to complete the service. Ice prevention or treatment may also be provided as required. These are activation-based timings, not a promise to arrive 24 hours after the first snowflake.

New sidewalk duty
From October 1, 2026, residents must clear adjacent sidewalks within 24 hours after the substantial end of snowfall. The pilot supports eligible residents but does not mean every property is exempt from that duty. Check city updates for any future intake and the actual approved service arrangements.
