Eligibility and first inspection

The rebate is for the property owner, once per property, first-come and subject to funds. Urban detached and semi-detached homes connected to the municipal sanitary sewer qualify by property type. Multi-residential, townhouse and condominium properties do not.

The sump-disconnection item requires that the property does not already have a sump discharging foundation drainage to the ground surface. The backwater item requires no existing backwater valve. Read all terms, apply, then staff arrange a preliminary inspection and confirm approval by email. Existing installations are not automatically reimbursed.

Approved work permit and owner payment

Use a licensed plumber. Obtain the building/plumbing permit before work; the contractor can apply for the owner. Arrange city inspection and pay the plumber in full before claiming. Unless staff state otherwise, the approval expires six months after review, and an expired application receives no rebate.

The owner pays any cost beyond the approved cap. Equipment, materials and labour for the approved installation and the required permit fee can qualify. Replacing interior finishes or landscaping, moving appliances or fixtures, and rehabilitating existing equipment or laterals are excluded. If an installation cannot be completed, investigation or excavation alone is not reimbursed.

Prepare the complete rebate claim

Submit the claim and EFT authorization, void cheque or bank direct-deposit form, detailed paid plumber receipts, building permit and passed inspection report before expiry. Receipts must be on company letterhead, not handwritten, with business contact and HST number, invoice number/date, itemized eligible costs and tax/total details.

Email WRAP@niagarafalls.ca in PDF format; photos of documents are not accepted. Mail to WRAP Program, Municipal Works,4310 Queen Street, PO Box 1023, Niagara Falls ON L2E6X5, or use City Hall/MacBain counters. Approved rebates normally arrive by EFT about six weeks after complete documentation, with email notice.

What protection does not promise

A weeping tile drains water around the foundation. Disconnection reduces stormwater entering the sanitary sewer, while a backwater valve blocks reverse sewer flow. Neither installation guarantees flooding cannot occur. A passed city inspection is not a workmanship or performance warranty.

The owner retains operation, upkeep and repair duties. Sump discharge must go to the ground surface without sending water onto neighbouring land, roads or sidewalks. Ask the plumber about warranty and maintenance before signing a contract; the city does not take ownership of the private equipment.
